July 16 every year in our country Iran is named "Welfare Day and Social Security Day". The Welfare Organization of the country has been established in accordance with the bill of 1980 in order to fulfill the provisions of Articles 3, 1 and 29 of the Constitution of the Islamic Republic of Iran and in the field of social justice.
In order to achieve its goals, the Welfare Organization has taken the necessary measures and various supports for needy children, women and orphans, Ibn al-Sabeel (those who are left behind) and also to provide rehabilitation services to the physically and mentally disabled, incurable diseases, addicts. And social maladaptation, as well as the prevention of disabilities and social harms, etc., strives to preserve high human values and dignity, and to rely on the cooperation and assistance of benevolent people and the close cooperation of committed clerics and other compassionate classes of the country.
Undoubtedly, physical and mental health is the most fundamental factor in the development and evolution of a society, and today to achieve this goal by implementing advanced health and welfare programs in many developed countries, people are cared for from infancy to the end of life. And relevant organizations with precision in food and nutrition, health living environment, development of various programs, prevention, etc. prevent the occurrence of many diseases and disabilities to ensure public health.
The Commander of the Faithful, Imam Ali (as), says in Nahj al-Balaghah:
"Be aware that poverty is one of the calamities, and it is more severe than physical illness, and more severe than heart disease."
And in the importance of health, it is enough that the Holy Prophet, peace and blessings of God be upon him, in answer to the question that if we understand the Night of Power, what should we ask from our God?
The Imam replied: Forgiveness.
Undoubtedly, if anyone hears this precious word of Imam Sadegh (as) who said:
"Every thing that is in it is harmful to man in his body, all is forbidden except in the state of necessity."
"Eating anything that is harmful to the human body is forbidden unless it is necessary."
Therefore, according to hadiths and narrations, it is necessary to start a program to prevent physical and moral diseases and social harms in order to maintain and ensure the physical and mental health of society from infancy. Considering the holy verse:
"Whoever revives, then revives the people as a whole."
And whoever gives life to the soul is as if he gave life to all people.
We can realize the real importance of prevention and save human lives before they get caught.
Welfare services in Iran:
Due to the rich culture of Islam and the people in Iran, a wide range of social services have long been provided by families, philanthropists, the clergy and mosques, and small and large social institutions relying on the institution of endowment, not only in the field of welfare but also in It has been involved in other cultural, social and economic affairs. Examples of such centers are libraries, schools, seminaries, hospitals, hospitals, inns, etc., which have been built and established over the centuries.
The increase in trade, political and cultural relations in recent centuries with the neighbors and governments of the region has led to changes in some social and economic areas.
In the field of welfare, the first independent orphanage in Iran was established in the style of an independent boarding school in Tehran (formerly a wheat warehouse) during the reign of Nasser al-Din Shah. Since then, various institutions have been established by governments or charities to support the blind and deaf, the mentally and physically disabled, as well as the needy and the homeless, whose services have generally been welfare and educational.
Prior to the victory of the Islamic Revolution, there was no centralized organization to provide welfare services, and relatively similar services were provided sporadically by different agencies.

- National Family Welfare Organization of Iran
- Children and Adolescents Welfare and Education Organization
- National Welfare Organization for the Deaf of Iran
- National Welfare Organization for the Deaf of Iran
- National Welfare Organization for the Blind of Iran
- Women's Organization
- Support group for orphans
After the victory of the glorious Islamic Revolution of Iran, the Welfare Organization of the country was formed on the 24th of Khordad 1980, based on the approval of the Supreme Council of the Islamic Revolution.
Martyr Dr. Mohammad Ali Fayyaz Bakhsh, after realizing the dispersion of the country's welfare and rehabilitation organizations and the lack of necessary coordination between them, with the help and concurrence of Martyr Seyyed Mohammad Baqer Lavasani and some of his colleagues, proposed the bill to form a welfare organization to the Revolutionary Council. After its approval, he organized the organization and planned for the new activities of the Welfare Organization with consistent and continuous work, and in a short period of time, he was able to create a government and efficient body to serve the deprived and oppressed of the country.
In 1980, the Tehran Municipality Educational Organization was transferred to Welfare, and on 10/16/1363, based on the approval of the Islamic Consultative Assembly, the Welfare Organization was once again included in the number of organizations affiliated with the Ministry of Health, Treatment and Medical Education.
Basically, welfare refers to a set of non-insurance measures, services, activities and support that is done in order to expand Islamic mercy in society and preserve human values and dignity, relying on public assistance and close cooperation of relevant organizations and expansion. It considers rehabilitation, support, rehabilitation and assistance services to meet the minimum basic needs of disadvantaged and low-income groups.
The main focus of the activities and programs of the Welfare Organization is to prevent the collapse of the lives of individuals and families who have suffered from various vulnerabilities or disabilities due to economic problems and social and cultural anomalies or suffer from physical and mental disabilities. Existing methods for providing welfare services:
Welfare services are provided to the needy and clients in three sections:
- Cultural affairs and prevention
- Social Affairs
- Rehabilitation affairs
In the Department of Cultural Affairs and Prevention, the following offices provide the necessary services:
Office of Education: is responsible for research and development on the causes of disabilities and receiving the main causes of social harm. Also, training the required human resources and retraining the existing forces in accordance with the changes in the society is one of the duties of this office.
Office for Prevention of Disabilities and Social Injuries:
It is responsible for providing appropriate education to the community by using logical methods and relying on research achievements.
In the social affairs sector, work is very complex. Retraining and rehabilitating groups such as addicts, beggars, special women, orphans, orphans, and the like requires public participation and comprehensive assistance. For this purpose, trained educators, psychologists and social workers should be employed.
Also, the thinking of the community towards these groups should be changed and the correct methods of providing assistance to the people of the community should be taught. On the other hand, a suitable social environment should be provided for the admission of individuals after the period of retraining and rehabilitation. It is clear that all this requires national determination and tireless work and effort around the clock.
In the social affairs department, the necessary services are provided through three offices:
- Office of Children and Adolescents
- Office of Homeless and Needy Families
- Office of Social Victims Affairs
The Office for Children and Adolescents is responsible for dealing with issues related to street children, children from broken families, children of imprisoned parents, children of fugitive parents, children of incompetent parents, and the like.
Providing the organization's nursing services to maintain the education and training of children and to adopt some anonymous children to eligible families in the form of a quasi-family program is one of the other actions and duties of this office.
The executive center under the supervision of this office is responsible for the care, upbringing and education of the children under its care until the stage of socialization, marriage, rehabilitation employment and discharge. Kindergartens of the Welfare Organization, ministries and other organizations, as well as private kindergartens throughout the country operate under the supervision of this office.
The Office of Needy and Unaccompanied Families is responsible for investigating issues and problems and planning the material and spiritual rehabilitation of the families covered.
The Office of the Socially Disadvantaged deals with the affairs of addicts, special women, and beggars by examining individual, group, social, and family issues and problems, as well as identifying ways to rehabilitate them.
Rehabilitation services:
The Welfare Organization provides rehabilitation services to the physically and mentally disabled through the Rehabilitation and Social Affairs Offices for the Disabled, the Vocational Rehabilitation Office, and the Rehabilitation Office. Recipients of services from this section are the blind, the deaf and the physically disabled. People with mental disabilities are divided into three groups according to IQ: isolated, trainable and trainable. Also, physical and mental disabilities, which is one of the worst types of disabilities, are covered by this section.
